It is a smart car with a body kit that is readily available. I belive that style is called the "smorsch". And clearly it is a storm trooper driving it. My guess is its a rich nerd on his way to a convention.

The Lotus Elise is a two seat, rear-wheel drive, mid-engined roadster conceived in early 1994 and released in September 1996 by the English manufacturer Lotus Cars.
